Peppol vs a PDF invoice: cost, errors and VAT checks

A PDF invoice is a digital picture that someone still has to read and retype. A Peppol e-invoice is a structured file that lands directly in your customer's administration and is checked automatically beforehand. That saves time, typing errors and arguments about VAT. And only the e-invoice will count as a valid invoice for business EU trade.

A Peppol e-invoice is an invoice in the European standard EN 16931, sent over the secure Peppol network from one set of books to another.

Why this comparison matters now

From 1 July 2030, invoices between businesses in different EU countries must be e-invoices. That is European law. The cabinet wants the same date for invoices between Dutch businesses, but that is still a proposal that has to go through parliament. What is actually fixed is in E-invoicing mandatory in 2030.

Both Logius and Ondernemersplein say it plainly: a PDF you send by email is not an e-invoice. You cannot keep emailing and call it something else later.

Cost: what does it actually save?

Let's be honest: switching takes some effort. You have to set up your software properly and maybe adjust a subscription. After that it goes the other way.

In the outline letter of 11 September 2026 the cabinet cites figures from research by EY. Independent analyses show 55 to 70 percent cost savings per invoice compared with paper processes. International benchmarks come out at an average of €5 to €6 saved per invoice sent and even about €8 per invoice received when working fully digitally.

A simple example: a BV that sends 80 invoices a month and receives 120 comes, on those benchmarks, to a theoretical saving of roughly €400 to €480 on the sending side and €960 on the receiving side per month. In practice it depends on how much manual work you have already automated. Treat it as a direction, not a promise.

Where does that saving sit?

  • No retyping or scanning of purchase invoices.
  • Less time spent hunting for missing invoices.
  • Fewer correction invoices because of typing errors.
  • Faster payment: according to the parliamentary letter, e-invoicing shortens payment terms and the number of disputed invoices falls.

Errors: where PDFs most often go wrong

With PDF invoices the error risk sits mainly with the person who has to retype. A swapped digit in the amount, a wrong VAT rate, an invoice number booked twice. Small, but it takes time to find.

An e-invoice is validated on sending. That means: the software checks that mandatory fields are filled in and that amounts and VAT add up. If something is wrong, the invoice is rejected before your customer sees it. Annoying at the time, but much better than an error that only shows up at the year-end close.

The five most common invoice errors

  1. Missing or wrong VAT number of the customer.
  2. Wrong VAT rate, for example 21 percent where 9 percent or a reverse charge belongs.
  3. A total that does not match the lines and the VAT.
  4. A duplicate or missing invoice number.
  5. Wrong or missing name or invoice address.

A properly set-up e-invoice catches most of these automatically. You do still have to set the VAT code per product or service yourself.

VAT checks: what changes at the tax authority?

This is the part business owners think about least. With e-invoices comes digital reporting. For trade with businesses in other EU countries, from 1 July 2030 you pass the invoice data per invoice to the Dutch tax authority, at the moment you issue the invoice. For domestic B2B invoices the cabinet wants that from 1 July 2031.

The Dutch tax authority wants to use that data for better service, for example by flagging errors before you file your VAT return. The parliamentary letter also says that reported data may in future be shown as help when filling in the return. At the same time the data is used for supervision and fighting fraud.

What does that mean for you? Your VAT return and your invoices have to match, because the tax authority sees both. With PDFs and manual work that is harder to guarantee than with an automated flow.

On privacy: the cabinet calls secure data processing a hard condition, with role-based access, logging and a retention period of ten years. The dataset for reporting is limited and follows the European set.

Do you have to switch now?

There is no legal duty to switch today, unless you supply the central government: there, e-invoicing has been mandatory for new contracts since 2017. Starting earlier is still smart. You can test at your own pace, and you take the saving on invoices you receive immediately.

Frequently asked questions

Is a PDF invoice still valid after 2030?

Not for business invoices to customers in other EU countries: then it has to be an e-invoice. For business customers in the Netherlands the cabinet wants the same from 1 July 2030, but that is not law yet.

Is a UBL file the same as a Peppol invoice?

Almost. UBL is an XML format in which e-invoices are drawn up. A Peppol invoice is usually a UBL file under Peppol BIS Billing 3.0, sent over the Peppol network. A UBL file you email as an attachment is machine-readable, but it does not go over the secure network.

Does Peppol cost money?

You pay your software supplier or service provider, not Peppol itself. Often it is included in your accounting subscription or it costs a small amount per invoice.

Can I send a PDF along with my e-invoice?

Yes, many packages add a readable PDF as an attachment. The structured file is then the official invoice; the PDF is extra.
